Stamped PLANNING NOTICE. Open immediately. Contains an objection. Address by hand.

- Certificate flat against the back of the envelope, so it arrives uncreased.
- Poster folded once, design facing out.
- Objection Pad, then the sticker sheet.
- Gift card on top, so it is the first thing they see after the words PLANNING NOTICE.
